John McCarthy published 'Recursive Functions of Symbolic Expressions and Their Computation by Machine, Part I' in April 1960. The paper describes LISP, developed for the IBM 704 by the Artificial Intelligence group at MIT, and presents a system for representing partial recursive functions over symbolic expressions, including S-expressions and S-functions.
